The 23rd Psalm
From the Shepherd's View

thou anointest my head with oil;
Oh what a wonderful thought!

The conditions are such:
It is hot, the flies and other pests will not leave the sheep alone! If it gets bad enough the sheep begin to run, trying to outrun the irritation.

They try everything to find peace! They begin to lose weight, and often quit feeding their young.

Solution:
A Good  shepherd never lets it go that far, he comes along and pours oil on their head that is mixed with insect repellent. They are no longer tortured by pests.

How this relates to us!
2 Corinthians 4:8-9
Without the oil:
We are troubled on every side, we are perplexed,  persecuted, cast down
we see the first part of every line and forget the second part.

God pours the oil of peace on us and we can then see the second part.
We had our eyes blinded by turmoil.  We forgot the promises.
Our Situation: God's Promise:
We are troubled on every side, yet not distressed;
we are perplexed,  but not in despair;
Persecuted, but not forsaken;
cast down,  but not destroyed;

 So stay close to the Shepherd He has the oil!
